LOUISVILLE, Colo. — September 2, 2025 — Bridge Diagnostics, Inc. (BDI), a global provider of innovative technology solutions, including structural testing, monitoring, and nondestructive evaluation (NDE), today announced that Graham Bettis, P.E.—formerly Director of the Bridge Division at the Texas Department of Transportation (TxDOT) and the state’s Texas State Bridge Engineer—has joined BDI as a vice president, effective September 2, 2025.

Bettis brings more than two decades of leadership across bridge inspection, design, construction, maintenance, and preservation. At TxDOT, he oversaw statewide bridge programs and authored or issued key technical guidance, including the Bridge Inspection Manual (September 2024) and Concrete Repair Manual, helping standardize best practices for owners, consultants, and contractors across Texas. Bettis is also respected nationally for his leadership and holds committee positions with AASHTO, National Bridge Preservation Partnership, and the Transportation Research Board.

“Graham is widely respected by state DOTs and the broader bridge community for pairing engineering rigor with practical, field-tested solutions,” said Darwin Nelson, P.E., CEO of BDI. “His insight into owner needs and code-driven program delivery will accelerate BDI’s mission to help agencies and engineers make faster, safer decisions with trusted data.”

In his new role, Bettis will help lead BDI’s growth strategy across transportation, power, and critical infrastructure markets—expanding adoption of BDI’s use of cutting edge technologies for use in civil infrastructure including diagnostic load testing, structural health monitoring systems, and NDE services, and deepening partnerships with owners and AEC firms nationwide. Since 1989, BDI has transitioned technologies into reliable engineering tools and, as a result, has delivered end-to-end testing and monitoring programs, purpose-built instrumentation, and data-driven engineering to evaluate bridges, hydraulic structures, buildings, and other civil structures around the world.

“I’ve worked with BDI in the field and seen how high-quality measurements and clear analytics can change the trajectory of a project,” Bettis said. “I’m excited to help public owners and their partners use BDI’s tools and expertise to solve complex structural challenges, reduce risk, and keep critical assets safely in service.”

About Graham Bettis, P.E.

Bettis previously served as Director of the Bridge Division at TxDOT and as Texas State Bridge Engineer, where he led statewide programs spanning bridge inspection, design policy, geotechnical guidance, construction, and preservation. He has presented nationally on accelerated bridge construction (ABC), CFRP strengthening, and bridge preservation, and has been a signatory on multiple TxDOT technical manuals and notices.
